GTA IV's LCHC is not metal; it's hardcore punk.
If you mean TLAD's add-on featuring Max Cavalera, it's mostly been-there-done-that safe bets that anyone into metal would have already heard before and are probably tired of. They're not bad songs by any means, but Volition was doing more than just licensing the hits.
I thank Volition for getting me into The Black Dahlia Murder & Chimaira. I can't really thank Rockstar for reminding me about Bathory or Sepultura.

It's like they intentionally set out to get the mediocre songs from the artists chosen. Choosing "Shock" over "Resurrection" or "Demanufacture" from Fear Factory or whatever the hell they chose from Machine Head & Devildriver over songs like "Wolves" and "Clouds Over California" respectively boggles the mind. Roadrunner records has good music; showcase it.
They still had a story to tell with the hunt for Dex. The Dex vs Boss storyline is enough to spin a new game out of it.
Because SR2 was OTT the way the GTA 3D era was. It was a spiritual successor to those 6 games (
yes six, no one ever counts GTA Advance) given how R* had rebooted the series into a much more ""mature"" and ""gritty/realistic"" direction.
3 was OTT the same way Howard Stern was OTT; to provoke a reaction and sell via shock jock tactics.
What identity? It's still the same one from 1 & 2 only riddled with more immature humor.
Look, I'm not against the idea of people who like 3, but SR3 was not breaking new ground by having giant purple dildos to hit NPCs with.
