Yes, I suspect they're just going to evaluate each student on his personal characteristics from now on. In practice what this will amount to is a new tax on affirmative action - if you want to keep doing it, the charade to hide it from the letter of the law just got more complicated and expensive. That's about as good a result as we can hope for, as most places without multibillion-dollar endowments will likely say "Screw this".
