Toren's lazy but he's a professional mooch. He knows the gravy train won't last forever with anyone so he puts his time and energy into finding the next mark from day one. Phil is more stupid than most so he's lasted longer there - and probably at a lower quality of life than he'd hoped - but judging by his past it's common for him to need a new home (always "fleeing an abusive situation", of course) several times a year.

Toren's a professional leech. He finds a place, sucks it dry and then moves on. He primary goal, however, is to find one better than what he had before. It's kind of how actual people have to work their way up a ladder in order to improve but here Toren is fucking and drinking his way up a useless slag ladder to find someone who'll feed him booze and sex and all he has to do is nothing but be there.

To the extent that Phil has explained it, it's sounded like Phil was supposed to pay the rent and Toren everything else (this would make sense as only Phil's money is guaranteed around the time rent is due). A few times he's asked for extra money due to Toren's income being spent elsewhere and it's always been for non-rent expenses. I don't recall him ever saying he needed money to cover Toren's share of the rent, though. He's also said on multiple occasions that Toren sources most of their food.

Toren always manages to crowdfund booze, so Phil might be getting sick of Toren crying too poor to pay the household bills but still acquiring luxuries frequently.

People like Toren often go back for a second bite of the cherry, too. They pick victims who'll get over it and have a 6th sense for when enough time has passed that they can probably con their way back in. You often see them go through the cycle of mooching/dramatic parting of ways/reconnection multiple times with the each victim before people wake up permanently.
