Correct. The point of a DDoS attack is to make the target spend more resources than it can handle. The PoW shifts some of the resource requirement back to the attacker. Also, the most common sources of DDoS attacks are compromised Internet-of-Things computers like fridges and microwaves. Those don't have CPUs that even your phone does. They can't do the work.
