Maybe so, but I like my explanation better. I believe some limited magic is still in the game anyways, similarly to how Vertibirds are just reskinned Skyrim dragons. Anyways, apparently a modder has re-integrated the immersive elevators from Fallout 4.

They claim that it works for all elevators that are located in the same cell. So it won't work on the elevators that take you from the Neon Spacedock into the core.
