When did you buy it?
I built a PC recently (less than a year ago) and ssds, even m.2s, are really cheap. On amazon a 256gb ssd costs £30, and 1tb for a little over £50. A 2tb hdd costs £60. (At time of writing, you can get a 1tb Crutial m.2 for £30. And my local brick and mortar place that charges through the nose has brand name ssds for £60)
Hdd has a place for bulk storage like videos, but ssds are cheap enough and the performance uplift great enough that it makes sense to have them, or even multiple of them. This isn't even a case of "lol poor", but of lopsided PC choices. Even if you pay through the nose you're looking at the price of a AAA game for a massive performance gain. Like

If you're running a PC old enough that ssds aren't a realistic option, then chances are you're going to be under Starfield minimum spec.
