Chris falls in an unfortunate position. Mental health services are always overstretched. They don’t want to get involved if they don’t have to. Chris is a peculiar case where he himself, without outside interference, is considered perfectly capable of taking care of himself. It’s just that his position is such that he’s more vulnerable to exploitation than most people at his level of functionality. The problem isn’t him, it’s other people. Mental health professionals would likely take the view that he should just stay offline.I think this is part of the problem, Chris is legally a responsible adult who should report it himself and if he’s not able to deal with these issues himself it’s only going to get worse when he loses his mother so like @Ruin said maybe he would be better in a group home (I don’t know if Virginia has support services for autistic adults aren’t quite as dramatic which would be a preferable choice for Chris).

It was because trolls back then were very averse to anything involving money, remember Joshua Martinez? Plus you have to consider Chris's feelings on the matter. I think it was Marvin who said it best. "The one thing Chris wants more than any thing else is Agency." The right and ability to run ones own life is certainly a sympathetic goal.
