Agree, I think this was Rocky's thought process for wanting him put away. If it's not Wise, it will be something else. Chris can't and won't change. While Null's actions are Noble, they're also futile. This goes way beyond gullibility. Chris doesn't possess the ability to think for himself and when he tries, you get something like TMG. Not really. He needs a designated payee to make sure he doesn't get his entire tugboat stolen, though. It also might happen if Chris is instantly homeless when his evil bitch of a mother finally croaks. Usually I wouldn't say you owe your kids much after your death, but she deliberately crippled him, stole most of his money for most of his life, and left him the wreck he is today.

I think this is part of the problem, Chris is legally a responsible adult who should report it himself and if he’s not able to deal with these issues himself it’s only going to get worse when he loses his mother so like @Ruin said maybe he would be better in a group home (I don’t know if Virginia has support services for autistic adults aren’t quite as dramatic which would be a preferable choice for Chris).

Yes, he is a legally responsible adult, and he needs help that she's neither qualified to nor capable of giving. Disregarding a police report in this instance is not a metric of being in over her head. It's a metric of being incompetent.

If she hadn't refused to help him pursue legal options, I'd agree with you that some people are expecting her to provide free yet professional wrangling services. Appearing to think long term doesn't absolve her of ignoring the immediate effects and options.

Again, if you, as Rocky, legimately think that a home is the best option for Chris, then pursue it. You'll get nowhere with it, but you're doing what you think is best. She's not really in his life, but he reached out to her and she put it off. Instead of taking 5 minutes to go to the police with him and help him turn over evidence, she ignored the problem.
