The only realistic thing I could see that could unfuck India is if there is a cultural revolution that completely and utterly destroys the Hindu religion. To do our work properly we needed access to certain databases and shared drives, but these are handled by different jurisdictions. We went through the usual process and had the needed access to the database (handled by non-saar Canadians) handled within a few days but after a week we still didn't have access to the shared drives (handled by global IT).
