He's the leader of Praetor, essentially idea guys part 3 (after the original group and watchmen). Like those before them, Praetor is feeding into Chris's delusions in order to mess with him, control him, and profit from him. They currently own Chris's home address, run the online stores/sites, set up Chris's youtube streaming, edit videos, and likely still roleplay with Chris in a private discord.

Praetor is intentionally making shitty products, taking bad photos, posting troll/ween fanart, etc to fuck with Chris. Essentially, they're edgy kids with money:
