As far as I know that's only in the UK and Steam's reasoning is this: Only 18+ people in the UK can have credit cards, ergo if you put your credit card on file then you're over 18. At that point it's a fraud/bank/family issue instead of a Steam one if kids can see adult content.Not sure where to put this.
Ofcom (the UK government) has decided to go after steam to ... ... ...protect the children somehow?
But yeah, Steam now needs a credit card to view any "mature" game. This includes on accounts that are more than 18 years old, and for games you already own.
There was some viral tweets by a guy showing his 19 year account requiring verification to prove he's own 18, but can't find it short notice.
I'm not saying I'm into it or agree with OFCOM but Steam seems to have complied as I'm sure the alternative would've been having to pay whatever fines (and comply anyway) in order to keep selling games in the UK.
