In author Louise Cooper's 'Time Master' trilogy the main character is considered by everyone else in the world to be a villain due to his connections with the Lords of Chaos.
In that trilogy, it's sequel 'Chaos Gate' trilogy, and it's prequel 'Star Shadow' trilogy the Lords of Order who are generally considered 'Benevolent & Good' are shown to be power-hungry, amoral buttholes who view humans as insects and the Lords of Chaos who are generally considered 'Malevolent & Dangerous' grant humans the freedom to rule themselves and they treat their loyal followers with respect.
Caesar's Legion is objectively the lesser of two evils when compared to the NCR. And if you disagree, guess what? ✝
I've always made the argument that the Legion is a good force for ruling where they came from, a savage lawless hellhole full of raiders who understand nothing but force. Its a good way to forge such a territory into a civilization. The issue the legion has is its methods are far too extreme for a place like New Vegas, which is already civilized and most of thier raider problems come from bands fleeing NCR territory.
Of course, the NCR is just as bad for NV for a different reason altogether.

Before D&D made everybody an idiot at the end of the series, the Starks were the idiots of the series. I found it hard to root for them because of how dumb they were. lol.
Sure, the Lannisters were messed up in many ways, but I found them to be the much more compelling and entertaining characters.
The Legion dies when Caesar kicks the bucket or they reach the Pacific. If the NRC fractures, it’ll return to the civilized tribes it was born from. If anything, Mr. House is the real better villain. The dude was able to compute the time that his Vegas would be able to develop off world habitation. To add to this, literally anyone who could be considered an antagonist to Danaerys - Viserys, Jorah, Skahaz etc - they are all more interesting than her. It doesn't help that for the majority of the story so far she's been the only POV in Essos.House Lannister >>>>> House Stark

Ulysses said that the Bear will turn on itself as soon as their are no enemies to fight. It’s impossible for Caesar to turn the Legion’s tribals into a civilization before he dies. They will fracture into raiders and destroy any sense of progress in the region.House is definitely better than both, but I didn't include him because I don't consider him a villain in the game. Also kinda hard to to predict what will happen with the Legion after his death because that's one of the big things that the player can change the outcome of, but I kinda agree. If the NCR fractures it would definitely not be civil, the raiders and gangs will rip everything apart, and the various caravan companies, the Gun Runners, and brahmin barons will pick apart any money and land that is left over.
