Just take a fine brush to the recess itself. The only time you would do an all over shade would be for something like fur or scales.
Can't you also thin down shade paint or add medium to make it flow more? I know shades are already super thin but I thinned nuln oil down with some water to help tone down the effect. I was going for an all over shade though, but it did help prevent coffee stains.

Apply a layer of varnish to your model and use enamel paints. Itll flow directly into the recesses with no issues. Youtube video linking to Zumikito Miniatures, he's a solid painter with some good tips.
I believe so. Maybe someone else can confirm. It'll thin it down so the shade wont be as strong but I think it'll help with flow. I used 50/50 nuln oil and water, I don't know if you'd have to use less medium.
