Nah, they're just an example of overcompensation on the side of Team SM. GeeDubs couldn't stay content with the idea that Space Marines fill a specific archetype as power-armoured, genetically enhanced supersoldiers, so they're like, "Hey! How about the Space Wolves get a bunch of wolf-men who pretty much fit the book on Chaos mutation, but they're totes fine? Berserker, amirite?"

I was never really a fan of the Guard, but over time they've become so much more likeable than the Space Marines as a faction because GeeDubs has become progressively more afraid to depict Space Marines as anything but All That (TM). Previously you heard about how things like the Arch-Arsonist of Charon dominated Rynn's World and none of the Crimson Fists' best efforts had any measurable impact on that, or Chapters being mercilessly wiped out: bitter losses without contention. Nowadays, it's always something like, "They drove to a stalemate with Exterminatus" or, "A half-victory was forced by the brave sacrifice of Captain NPC" or, "They fled, but they made sure to take a shit in every pie on their way out, so in the end they must be the real winners".
Not so much with the Imperial Guard. They pay for everything with blood, they're not infallible and have virtually none of these magical exceptions to the rule that the Space Marines conjure up, partially due to the double-edged nature of their organisation, which exudes character. And more importantly, they can
lose, which helps to keep your villains as a threatening force without devolving into Saturday Morning Cartoon Villains.
