Game plan is the the infiltrators will be pretty much deployed on 2 objectives, and be annoying to shift. The heavy squad will be a set and forget on the back objective.

The captain and Sanguinary guard are gonna be doing aura shenanigans and really focus down anything super threatening.

The death company and mephiston are just gonna be a speedy blender, mephiston is gonna spam unleash rage.

Techmarine and the leviathan are obvious.

The chapter champion is my janny, he will sweep up whatever is left very easily. The veterans are his bodyguards, with them the champion will be safe to footslog.

Terminators are gonna do the terminator thing.

It seems like a good list. Some things I'd shift around or try is giving the company champion his trait for more rerolling charges just in case since your list lacks that sort of thing outside of Smashfucker. SH/SS cap is a classic but other than him there's no counters to fight first/last shenanigans in your list and those seem to be getting pretty common, giving Mephiston the tome of malcador and veil of time is an easy fix and adds more rerolling charges too so it might be worth it depending on your local guys.

Same idea as you with the Infiltrators but the Incursors also pack an extra punch. If I really wanna win I can replace the 2 Reiver Squads but I actually really like Reivers a little to much. Raven Guard rules are pretty fun since you effectively do not need transports also I have the little rape bike bubble of Chaplain and 6 bikes in case I really need to hit the frontlines hard.

I feel like the troops are likely to get pushed off objectives without much effort but you got some decent speed bumps to pull away the attention of the enemy. I like the eliminators and the phobos focus though, the hate they get for modern aesthetics is unwarranted. I haven't seen hell blasters do much so maybe swap that for a tank of some kind

I appreciate the advice. It's literally the first army list I've put together, and I've been thinking a lot about it since building it last night. My next purchase, after the 9th Elite Starter, is going to be 2 Start Collecting Vanguard Space Marines, and building off that is part of my focus.

I'm very much building this as a fluffy Your Guys army and not trying to be super competitive while also not being trash. I'm kinda opposed to anything bigger than a walker, I like dreads and hate astartes armor based on appearance. However I did feel like the army had a harder time punching anything bigger than Primaris.

So the long range (I'm currently on the fence of straight up taking Raven Guard tactics or splitting the light cover at range with something else) and 2 damage of the cannon Hellblasters appealed to me, hanging out with the Captain/Chapter Master if needs to over charge, feels less like you always have to with 1 to 2 damage over charge.(edit, looking at Stats, I'm probably better going fusils, for about the same cost I'm trading a S8AP3D3 shot for a S8AP4D2 shot that risks getting hot to go up a strength and a damage. The only advantage is Hellblasters can be bigger squads for strategem/Captain command phase buff, but Eliminators can be target of the Phobos librarian reroll all hit and ignore cover psychic power)

Ravenguard rules dont particularly do anything impressive for ranged armies unfortunately.

A lot of this started as a Raptors army, and I'm slowly getting less attached to things like a sniper chapter Master as I more and more get into My Guys.

The issue with phobos heavy lists is they depend heavily on their movement shenanigans, and really aren't particularly threatening. Obviously I'm just looking at effectiveness, but if this is fluffy for your dudes, so be it. The lists most threatening units are the outriders and the deradeo. If you want some more effectiveness, some notes from me would be.

>Drop the hell blasters they really aren't doing much for you and don't have any synergy. Maybe use the points to pump up the outrider numbers.
>Perhaps swap the warsuit for a redempter. The redempter is durable enough to not have to be babysat by a techmarine, and wouldn't want to be something a lot of other armies would want to tango with.

That's a good point. But you shouldn't have your main source of damage be left up to how well your opponent can screen you when they're so slow. Aggresors aren't super durable either.
 
I won't say to buy a tank, because I don't particularly think they're super awesome right now.
 
How about assault centurions.
It's hard for me to give good advice on primaris stuff as it is all broken as hell and hilariously unbalanced, options and pointswise.
