Personally, I don't think FFVII has character designs that terrible. I would instead considered FFX to be where it REALLY goes to shit.
At the least, Cloud, Tifa, and even Sephiroth have some proper color and clothing coordination, instead of the fashion freak show that is Tidus.

I like the k-pop band from FF XV. It's ridiculously over the top but at least the clothes seem comfortable and have only one color.

I still think XII is the worst offender in character design.

I always assumed the cloth around his midsection was visible muscle, which would probably be slightly less weird then what it actually is tbh.

Also I just noticed his footwear, the hell is that supposed to be.

Almost anything by Tetsuya Nomura is a disaster of the worst kind. That man has a serious belt and zipper fetish. I am sure FFX and the like have been said to death, so let's go with something really retarded that was probably not posted yet.

You know Fighting Vipers Has p good character design, but I always hated how Sanman here looks, he looks like the developers drew inspiration from a tard containment unit and was like "aw this mongoloid will make a great character in our fighting game!"

I also never really liked Orange Kid from Earthbound either, he looks like a bootleg version of Jeff and that shirt is awful and also wtf is on his head

Klasky-Csupo's work is certainly hit or miss depending on designs, stories or characterizations. You either with it or not.
