That thing looks like an intern was tasked with making a character.
It has all the right elements to make it look part of this universe, but none of the elements to make it look good.

That design has way too much going on to be readable, even for someone like me who can't begin to explain art. Like, not just "what the fuck is going on?", but "what the fuck even is this supposed to be?" levels of visual noise. I mean, yeah, it might look like a bipedal dragon/wyvern thing, if you're tripping balls.

The problem is that they have no silhouette at all, it’s impossible to tell where the character’s body ends and where all the random bullshit starts so the whole thing just ends up looking like a messy blob of suck.

Is it that you don't like the *design*, or that you don't like the *character*? I wasn't a fan of Voyd's ooh-golly-gosh awks-mcgawks fangirl B.S. but I didn't think her design was out of place for the universe of those movies. I guess the different shades of green/blue all kind of clash, I guess.

My personal vote, maybe not "worst" but just kind of "most blah" is Nightsister Merrin from Fallen Order:
This is a force-using witch from a dangerous isolationist planet of force-using, zombie-thrall-taking witches but she is just so *normal* looking. If nothing else, I wish they had given her an interesting Star Wars hairstyle instead of a sensible wash-and-go dirty blonde side part. Her face makeup is I think supposed to be white but in most scenes looks grey, her warpaint should be more pronounced, her eyes should be a brighter color, etc. etc. Boring!

When they first unveiled SFV, they had a tentative M rating, but decided it was best to tone her down to get that T rating. Like, her ass was the Critical Art's centerpiece, might as well give her a different move instead.

Fair, the half-shave dates the movie a lot, given that the overall style is pretty Midcentury Modern. It fell out of fashion very quickly.

On top of...everything else, the description of this guy is that he's a physical attacker? Nothing about his design says that imo. At the very least, the flashy, colourful clouds and glowing pieces make him look like he uses magic.
