In my opinion it's not. A majority of the anime characters I know of that fit the commonly accepted criteria of "loli" do not even look or act like real children. At best, they're proportioned more like petite girls with giant heads, and at worst, they don't even look human.

Most people think "loli" is just characters drawn to be as accurate to a 5-10 years old kid as possible, but I don't think that's very common for the degenerate. The average twitter lolicon degenerates are usually hebephiles (just to be 100% accurate, I know what I'm saying here), not pedophiles, they're looking at characters like Megumin, who is like...15? These characters usually are more mature or independent than the kind of kids you'd think a child molestor would be going after, and they're drawn with traits usually associated with teenage girls or young women instead of children. It's still pretty gross and uncomfortable, but not as reprehensible as looking at characters like Kanna from Dragon Maid or Anya from Spy x Family, who no matter their appearance, are written as children in their setting.

However, with how common online grooming is these days and the age groups targeted by predators on Discord, I'm willing to bring that up to add to your point that even people who think teenage anime girls are arousing should be given just as much scrutiny as any other pedophile.

I understand it's absurd, the thing with this viewpoint is it still presents a contradiction. Appearance and age both matter when we're talking about real people. However, if these rules only selectively apply to fictional characters, that means we are very likely to give passes to things that we shouldn't or prosecute people who don't deserve it.
