I think it's hard for people to envision Richard as a child predator because he's too lazy and stupid to be a successful groomer. Plus any child that comes within the vicinity of Wings can very easily run 10 feet away and he'll be to winded from the thought of using his legs to give chase.
He doesn't need to walk to do something terrible to children. Sending his schlong would already be fucked up and illegal enough. The only problem would be to roll up his gunt.
