to my mind, the only extant hopefuls are the Tainted Grail guys, who are making an Elder Scrolls clone as a sequel to their debut game, a roguelike card battler (lol). apart from them, there are the German autists who made Enderal, but that was a while ago now, it seems they're working on some goony raft building game now? also, shout out to James Wragg AKA Lovely Hellplace, the developer of Dread Delusion, a schizo Scrolls clone with a bit of Cruelty Squad fuck-your-eyeballs energy. or maybe the Legend of Grimrock guys could spring back from the grave and carry the flag.
comedy option: the Kingdom of Loathing guy.
The real answer here is the Outward devs. That game is incredibly fun, and has a lot of the interesting exploration stuff that makes ES good. Give them an actual budget and let them work on a fantasy RPG, instant buy for me.
