Counties get funding from the government by showing a certain level of involvement in citizen's lives. They report the number of cases back to the federal government so they can keep getting grants. So often times, they have to show up without probable cause to keep those tax dollars rolling in.

Null and Hardin have already filed for it. Federal doesn't have "Vexatious Litigant" status. Instead they drop a Filing Injunction on your ass. The Circuit Judge is already familiar with Mel and has previously taken note that she is a "frequent pro se litigant before his court". Mel being Mel missed these warning signs in her prior cases. Now the matter is formally placed before the Court.
