$1850 sounds wildly expensive for a place for one person in Mississippi. I'm assuming that's where he's staying but I don't know. I don't believe he ever resided in Mississippi; I think his first wife moved there after ditching his ass. I know nothing about the second wife and her kids. I don't know what state they live in.

As far as not leaving the county, either he's been credibly accused of something like diddling, he gets county aid, or he's seeking custody would be my guesses.

I can't even imagine that he manages to get one. Deafness doesn’t qualify you for one where I live, and my country is much more generous with welfare and healthcare than the US so I doubt that it will get you one there. Furthermore he's able to handle a job that requires physical activity, even if it's just stocking shelves, so he can't really argue that he needs one for help with that. And as far as I know he doesn't claim to have any mental problems that would require a caregiver. Even if he did claim one, the fact that he's mentally stable enough to handle a job would probably work against him.

Slight PL, but I have a friend currently going through a divorce, and the dad can't move more than an hour away from where the child goes to school since it would place a burden on the child to have to travel so much between parent visitations. I read this is really common with joint custody cases.

When you're going through a divorce, you're granted a temporary parenting plan and visitation rights until the final details get figured out in court. Whatever visitation plan they have in place now, it is strictly temporary and likely won't be the same plan when the divorce is finalized. The 9-12 months time quoted is, I'm assuming, how long he's figuring it will take for the divorce to be finalized. Which makes me wonder if he knows he is going to lose joint custody, since he makes it sound like he can and will move after everything is finalized.

As for where he can and can't move, he can't live anywhere that's too far for the kids to drive, especially since he doesn't have a car and can't go pick the kids up himself, so that puts a travel burden on both the kids and the mother. I'm not sure if he's locked in the county, or locked in by distance, I'm not from MS so maybe they go by county VS my state which goes by distance. Either way, the courts don't want the kids to have to spend a ton of time driving to and from visits, especially if it impacts their schooling (you don't want kids coming home at 9PM on a school night).
