He was more degenerate than Juarez and that’s saying something. Wanted to impose European type government with a society that wasn’t at that level of cohesion yet, in layman’s terms. His reform of the relations of State-Church, for example, went faster than the Republican’s laws that started the invite to France to get a king for Mexico. Maximilian was also going to upend Mexican society in a more radical way than even Juarez dreamt of.

The peasants wouldn’t get any stability out of the redditor and only achieved it during the reign of Porfirio Díaz who was soooo popular that that they killed 1M to erase his political legacy. The peasants didn’t get shit out of this “stability” either, just lifelong debts that kept them imprisoned for life and their descendant’s life.

In Mexico, peasants just traded one thug for another and Maximilian was worse because he was a foreigner. Nationalism is very powerful and that country is no exception. This changed for a few years last century but it was only a brief respite.

Maximilian didn't go further than Benito Juarez as the big liberal moves he made as emperor were to simply keep the reforms of Juarez and wanted to make Juarez his prime minister. While Maximilian didn't opt to give the church back most of its privileges, he still ended the open hostility of the Juarez era and still kept them completely on his side by being seen as a God-fearing Catholic. Seeing as how Maximilian managed to convert a lot of moderates and liberals to his side through his policies, I get the feeling that he could have eventually developed a stable government that wouldn't have become as stagnant as the Porfirato.

I'd disagree about the average Mexican not getting shit out of stability. Even during the flawed Porfirato, their living standards increased tremendously and there was far less in the way of the violence that defined the first half of the 19th century for Mexico. As soon as the stability was broken, the Mexican Revolution claimed as many as 3 million lives.

I wonder if they realized that he was innocent. Them killing someone who could have possibly been a Russian agent could have been a propaganda win on its own, though that might encourage further saboteur hunts.
