In Federal Courts they are governed by rule 65 (b) of FRCP. In state courts, it's governed by state rules. Is that enough, or did you want something more specific?

yea that place at Davis Monthan where they are 'stored' is known as the Aircraft Graveyard. it's where they leave shit that they fairly sure aren't going back into a service and have usually been stripped of certain key hardware.
edit: based on a quick google the f-16 Eagle is 2 models in the past for that role, being replaced by the F/A=18 Hornet, then those replace by the F/A-18F Super Hornet, so i'm willing to bet they would take more than a little work to make operational again.

NASA hasn't used 100% O2 for space flight since before the space pens went into actual production, because as the world learned with Apollo 1 100% O2 is very bad.
