I want to weigh in here as well. I am not a physicist. I know nothing about the field. But I do have a rough idea of how to science. A bit over a century ago, scientific knowledge went kaboom. All over the world, fiendish people were lurking in basements, prodding the universe with pipettes and scalpels and exquisite high accuracy timepieces. It was fucking amazing what they did with such primitive tools. But the operative word here is 'primitive'. When you have primitive tools, there is a limt to what you can do. So armed with the knowledge that they needed more advanced tools to continue their studies, those fiendish people in basements looked at their primitive tools and made them better. And they learned even more, but then they hit a wall and they found that they needed to make their tools better. And thus an arms race was born. If I walked back into a laboratory that I worked in ten years ago- hell, even five years ago- unless I was looking at something called physical properties, I'd be fundamentally useless. It'd be almost like I'd never even heard of the lab in the first place.
The point I'm making here is that the tools science needs now are so insanely complicated that the age of basement science is effectively over. You still have fiendish people in basements, but in order to complete their experiments, they need incredibility complex equipment and the chances that they can build that equipment cheaply, accurately and safely by themselves is very low. So they have to take it to a laboratory at some point in order to prove that their time in the basement wasn't wasted. There's really no getting around it.
Basically, what I'm saying is that until this man can get to a physics laboratory in order to 'create', test and prove that his improbable device works, all he has is a theory. And if he actually knew how scienctific process works, he'd have enough wits to publish a paper, get his theory out there, make sure his name is attached to this fantastic invention so that he takes the credit when the Nobel prize nominations start coming in.
