It's been explained multiple times. It's a character limit in the description field. 31 characters (w trailing null char to make it 32 bytes) to describe all the situations under that code. They try to use abbreviations sometimes to fit the whole charge description, but if they tried here it would be "INSCTOWN CHLD/GCHLD/PRNT/GPRNT", when "INCEST W/OWN CHILD" covers 99% of cases.

It's just that the database for that charge has a limited number of bytes in the description key, so they put in the description they thought fit best. There are other charges with all sorts of crazy abbreviations to try to fit the whole text in that limited field.

An example of this is Domestic Violence in Texas, it's a felony on first offense if strangulation is involved but the most common time it's charged under that code as a felony is for having a previous conviction so it's listed as FAMILY VIOLENCE / PREV CONV on booking records even if you never had any record.
