Logically thinking, up until now all that needed to happen is for YouTube to take action against these offenses. They exist, are definitely against ToS, and there's many more where that came from. This specific offense (transphobia) occurs at least 4-5 times, as well as racism and homophobia.

So, since YouTube has taken an action against him for one of the offenses, I don't see why they wouldn't take action against the rest of them, which surely will be reported just as this one was.

I think the Paypal thing just means you can't send "gifts" from your personal account to an overseas business, Phil can still collect money, he'll just have to pay more fees on it if the whales were previously sending the money as "friends and family".

Is Phil's Paypal account even a business account in the first place?

If Phil is to be believed (yeah I know) his Paypal is for private stuff. But doesn't he have two PayPal accounts (or even three). I bet he has set up one as a business PayPal.
And also he has his tips pager. Would that fall under this rule change? If yes then fucking lol. His European paypigs would be limited to Superchats

There is no way Phil has the balls to throw his weight behind his bullshit claim of fraud to THAT extent. Much like many other things, it's something he says, not does. Besides that, it would draw way more attention, and scrutiny, to his narrative, and I think he knows that.
 
No, they'd just have to mark their transactions as "business purchases" rather than "personal gifts", and Phil would be charged the corresponding set of fees.
Really, all this would mean is that the minimum tip would increase to 1.50 or whatever.
Yeah, this isn't going to affect him because his tips through stream elements aren't being sent as gifts unless this is being done behind the scenes or some shit.
