Yeah I've got a real bad feeling about this. Maybe I'm just cynical, but seeing how fucked Chris' life has gotten over the past few years from people looking to exploit him, whoever paid his bond might be trying to do the same thing.

No. It's saying "Bonded out." "In an emergency call ___". Basically he was bonded out and *if* there is an emergency, call them. It's for the benefit of (potential) victims, aka the people who would keep tabs on someone being released or not (domestic violence etc). This is a weird situation since it's just us freaks paying attention.
