I don't think he needs a wrangler a la what null tried with Chris. I think he needs a wrangler from the state that has a professional distance from Cobes, untainted from Josh' online presence, to help him on a day to day basis if not simply a twice-a-week visit.
Clint or his mom can't do it, the parental connection will not be helpful. In fact, I think Clint should attempt as much as possible to take a step away from Josh and let the state wrangler do their job.

I don't know if it functions like this in America, but where I'm from you can get assistance from a local government assigned worker who is educated in how to help people with mental illnesses like anxiety reintegrate with society - they can help with whatever a given person needs, like grocery shopping, cooking or even going to social gatherings in a safe environment, so as to not regress further into an asocial shell of a person that cannot take care of themselves outside of the bare minimum.

Ideally, Cobra would get help with managing his finances, his hygiene, doing his laundry etc. and even seeking out social circles that aren't his usual druggy, stealy, rapey crowds.

Josh is supposed to be reporting earnings above a certain limit ($85/month in most states) to SSA, and if they catch him with excessive assets, he could be fined or probably in his case just cut off from SSI. This is where I'm surprised if he's got away with hiding his earnings for so long.

I actually don't think the trolls had a lot to do with him being a complete shut in. He got kicked out of his apartment due to his own actions and his new one is much farther away from the center of town. Plus he's gotten banned from the bars he likes to go to and only Frosty's could arguably be blamed on the trolls though I imagine they were looking for a reason to ban him anyways. One could argue that the trolls cost him his job at Wendy's but he was down to 4 hours a week anyways because they were trying to constructively dismiss him. The trolls didn't have anything to do with him quitting his dishwashing job either. However the biggest factor is his alcohol addiction. The only thing he cares about now is getting drunk and the best place for that is in his own apartment. Really it's the donations that enable him from having to go out and get a job and do things. He can sit in his chair and order tons of food and booze on dono money.
