This is true. Payment processors like Visa and Mastercard have client profiles so that if a card is closed due to fraud, legitimate recurring payments will be shifted to the new plastic. This can be denied upon request of the actual creditor i.e. the issuing bank of the credit card.

It's also not always automatic or foolproof either.
