I know time, money, etc. But I think a mil surp gun rebuilt will suit you best and help keep sport alive. Now I gotta say a cheap weld job on something like FR8 is perfect. But A butchering a great rifle and need an optic.
a sporterized Mauser action would probably be most cost efficient and have a wide array of parts for pillars and bedding, barrels, detachable magazine, and fitting a scope rail to the receiver. another option would be a Sako 85 or Ruger 77. you can also have something built professionally on an action by Zermatt, Kimber, Montana Rifle Co, American Rifle Co, et c.

Interesting you should say that. I'm talking with a guy about building me a 7 PRC on an American Rifle Company Coup de Grace action.
7mm PRC is a good round, i'm a fan of 7mm (and other .270 adjacent cartridges) for precision shooting (vs .300 PRC for bigger game and .300 Win Mag for general military use in LRPS). with 7mm PRC you can still get some real good 175 and 180gr pills flat and precise for plains game (any sort of elk, bison, buffalo, et c). a couple disadvantages are it is definitely not overly reloader friendly due to OAL and some actions not being brass friendly, additionally you can get extremely similar performance with more standardized loads in short actions, which some prefer. from some playing around, pushing A-Max out at 3100 f/s from a 21.5" barrel on a Remington Mountain LSS (barrel swap in my case, it was originally .300 RUM) was sort of the top end and honestly other than being lighter with more friendly recoil, it didn't do anything i couldn't already do with .300 RUM or 7mm-08 or some other stuff i got going on.
this is in addtion to the 11% excise tax on firearms and ammunition as well. supposedly the fee should be closer to $7 if you read the minutes of the relevant meetings since the amount of the background check fee is determined by actual costs, not arbitrarily.
