Not trying to derail the thread but I'd argue Germany, Japan, and Israel only worked because those countries had native populations who already had a high average intelligence. Germany and Japan in particular already knew how to build and maintain a high-trust society, having done it themselves for centuries before WW2. And Israel didn't have that history, but had/has America covering for all their shortcomings.

Latin American nation building isn't impossible but you'd basically have to raise the average intelligence and also create a high-trust culture, both are a lot easier said than done.
