China is the second largest consumer market spender in the world at 7 billion dollars spent per year, the U.S is 21 billion, the U.S is 3 times more profitable for consumerism than the second largest. You can't really prisoner dilemma when your industries which actively lobby for you get like 4/5 of all of their profits from the USA.
