If people are forced to deal with them, and the public is required to fund it, they should at least be able to make it so they are easier to deal with. I have no problem with attaching requirements for people to use public funds. It's not about curing them, but shutting them up for good. Besides, anti psychotics are not much different from a lobotomy, only difference is that it is temporary. There's a good chance that legally, Royal Family can't just dump him on the street. In a lot of states there's enough plot armor for folks like Andy that unless they are found guilty in an actual court of assaulting caregivers or literal pedo shit, it's difficult to kick somebody out even if they are a massive pain in the ass. That is likely what's going on with his care home.
