Google says there are currently 3 private high schools in Bridgeport. Mercaz Community High School for Jewish Studies, Bridgeport International Academy established in 1997, and Kolbe Cathedral High School established in 1977.
It seems that in January someone registered Phillip Burnell as a class of 2000 alumni for Bassick High School in Bridgeport, CT and added photos to his photo gallery that are the picture of Phil in his cowboy hat used in the 'Down the Rabbit Hole' video thumbnail and another of his face just realizing the camera was on after his 'accident', they also previously seem to have added a Philip Burnell with 1 'L' as a Bassick High School alumni.
Bridgeport International Academy doesn't seem like the kind of place kids would be pelting teachers with chalk. That would leave the Catholic high school, if he actually went to a private school.
I would argue that the American school system in general is bankrupt. But of all the states, Connecticut ranks #4 in the best states for education. CT is one of the richest states, and plenty of money goes towards the constant improvement of education. However, these resources are not always spread evenly, and some schools have fallen behind.

On the same page, it's mentioned that Phil graduated from Bassick High School in Brideport, which has a reputation for being a complete shithole and is quite possibly the worst high school in the state.
I found an article about Bassick High School entitled "Connecticut's Shame: In One of America's Richest Counties, a High School Has Been Failing for 50 Years".
A 1961 quote from the now defunct Bridgeport Sunday Herald mentions the "sharp contrast between private opulence and public squalor" that existed in Bridgeport half a century ago and continues today. For many years, students of Bassick were forced to buy their own books, science equipment, globes, and maps. Since Americans are entitled to free K-12 public education, these costs are not typical.
In 50 years, things have only gone downhill for Bassick. Teachers are still not given the resources to do their job properly. In America, we have the controversial Common Core standards for language and mathematics. In 2015, 15% of Bassick's students reached proficiency in language, while zero reached mathematics proficiency. In 2013, the advocacy group ConnCan gave Bassick an F in all academic categories.
Bassick is also an incredibly violent environment. Recently, ten students were arrested in one day for fighting. Bridgeport in consistently labeled one of the most dangerous cities in America due to the frequency of violent crimes.

We've established that Phail was not valedictorian at Fairfield University. But what about Bassick? Like those Kiwis who've researched before me, I was unable to pull up any listing of Bassick valedictorians.
If one were to find the information, it would likely be found in back issues of The Connecticut Post. The online archives of the paper only date back to 2001, as indicated by the website's search engine:

A particularly ambitious Kiwi would have to go into the city, head to a library, and view the pertinent microfilm to either confirm or deny Phail's claim of being a Bassick valedictorian, which we've established is not an impressive feat.
Swear to God I remember Phil talking about attending a ritzy Catholic school at one point. He even dropped the name. I Googled it at the time, and the tuition was allegedly tens of thousands of dollars. If it's still on YT, Vic Vos or Deviltetsuo555 would have it.

In all probability, Phil attended a Catholic high school at some point. Considering the state of public schools in Bridgeport, parents who can afford it do send their children to private schools.
It's interesting to note that Fairfield University, the school where Phil got his business degree, is a Jesuit institution. Jesuits are known as the Marines of the Catholic Church. It's possible that Phil attended Fairfield Preparatory High School, which is located on the campus of the university. Tuition there is nearly $20,000/year, and a middle class family would likely not receive financial aid.
Another Catholic school in the area is Kolbe Cathedral High School in Bridgeport, which has a lesser price tag of nearly $8,000. Either way, private school is a rough expense for a middle class family in America to carry for four years. Many families here complain about spending $5,000 on their child's braces!

One thing bothering me: "Attended" doesn't *necessarily* mean "graduated." Nor does "received a ring." I'm not convinced he didn't attend for, say, one disastrous year, and then wash out into some open air latrine of a public school.
