I agree.
The problem is that even if there are mods that fix absolutely everything technical wise in those games. Most of them, especially the newer games have a shitty foundation that no amount of mods can fix. (i.e. poorly written stories, a shitty engine, and other general bad game design decisions that aren't easily fixable.)
Fallout: New Vegas I feel is the only exception due to it being done by a company that actually gave a shit and wanted to make a good game. The mods certainly don't fix everything, but they had a pretty solid foundation for a story and setting.
