You should look into a protection order (alongside with whatever you choose - I would personally have hit up RCMP last night). I don't know much about protection orders, but I would definitely have one as well....
Alongside that, I'd be reporting EVERY strata violation to your council, and INSISTING that they follow up on it (not implying they don't). A strata council has an obligation to enforce their bylaws, and if your strata council goes through the proper steps and depending on your bylaws, there is no reason they shouldn't be able to fine him (or technically the unit owner) for repeated infractions that are not remedied. Quite honestly, if that means impromptu weekly short strata council sessions to have every complaint addressed/minuted/documented, I'd push for it. I would be hitting him up with as many fines as possible. A fine can be assessed every 7 days if a violation does not get remedied (if you handle it properly - dot your i's and cross your t's).
Window tint? Noise violations? Flag on a balcony? Anything and everything. These things need to be reported by residents so that council can address the complaints. If you need additional bylaws adopted to address whatever fuckery he might be doing on premises, talk to your strata manager about having those brought forward at your next AGM for a vote.
