Well first of I must say that is mighty unfair for a comparison. The EU is no country. As much as Merkel wants it to be, that bitch. Now a fairer comparison would for instance be migration from one spanish autonomy to another spanish autonomy. Seeing as how our comunidades autonomas literally were made from the same model as your states and are about as decentralized. Well. More or less.
And the answer as to how much it takes to change your ID so you can vote on a different community after migrating is so long as you got ID and residence it should be instantaneous. That is of course in theory. In practice it takes about a week 99% of the time but spanish bureaucrats do operate on what the rest of europe sometimes calls "spain time", or as we say over here "las cosas de palacio van despacio" (the matters of the crown go slowly), so the longest recorded time someone was waiting was 8 months. That was of course an extreme anomaly but... you know. I mean I'm fairly sure america also has some lazy ass bureaucrats from what I heard so you can't pin that one on us. But over here sometimes they make zootopia look painfully accurate. We'll say it takes a moment in spain time.
That said however. While being an EU citizen does not necessarily give you the right to vote after moving, the EU passport does give you all other rights all over the european territory. Residence, work, travel, in spain healthcare. Basically the EU passport is an ID in all but name at this point. Except you still can't vote outside of your country. And yes that did cause a lot of trouble when first implemented. Specially in britain. In spain we were already used to gibraltar and france helping morocco export us criminals anyway so if anything the passport helped us send them to france with a neat lace and some wrap saying "fuck you, you keep 'em, cunts."
And since you asked. As to how to get spanish nationality. Hoooo boy. That one is actually. Ehm... it has a lot of exceptions. So generally, if you were born in spain, are a parent of a spanish child (be it by adoption, by giving birth in spain or by being the parent of a child that obtained spanish nationality), are married to a spaniard, either one of your parents of grandparents is a spaniard (natural or adopted doesn't matter) or are descended from a spanish exile (be it republican, sephradic jew, morisco, etc) it takes a year. If not if you are from portugal or any of the ex-colonies of spain or portugal that haven't yet broken some old treaty from ages ago (including all of latin america, the philipines, chunks of africa and like half the fucking glove) it takes 2 years. If you are from those countries you also automatically get dual citizenship. This also applies to descendants from exiles (specially the jews, they have it easy.) Everyone else needs to fill in more paperwork and that actually depends on what the other country says about keeping your citizenship spain can't legislate it. (Reason spain portugal and our ex-colonies got the citizenship thing was that bilateral deal from like forever ago.) Finally if you are a refugee it takes 5 years and everyone else it takes a decade. Hilariously enough EU gives you easier paperwork for visas, work, residence, etc. But not citizenship. Which I'm guessing is because our bureaucrats literally couldn't believe anyone from the EU would want to actually stay here for that long... can't blame them.
Point is. EU pasport is already an ID for all but voting. And honestly I don't think having so much ease voting on multiple states is that good of an idea taking into account how much people talk about the dem's trucks. And either way, since the USA last I checked is supposed to be a country, it could do it fairly easily if it wasn't so busy stabing itself as always.

Inslee is already walking it back. Probably because the majority of this "contact tracing" is unconstitutional. All it takes is one restaurant leaking customers' names/numbers/addresses/etc and the lawsuits will start piling in. On top of that, anyone can give fake information.
So now it's "optional but encouraged", just like everything else Inslee has tried to do for the past 3 months. He's such a pussy, he won't even stand by his own draconian policies. He's too busy promoting his appearance on Wolf Blitzer's CNN show to actually rule.

If you happen to go to a restaurant, and they mention they're voluntarily doing contact tracing do the following:
- Ask to pay in cash. If you already gave them credit card information for pickup/delivery, you're fucked. Get in your car and pay at the location, don't be lazy.
- Give a fake name, number, etc. Do NOT allow them to look at or take your state ID, especially out of your sight, to "copy info down". This means no $10 cocktails "to go" (dumbest idea ever, just go to the liquor store), but you don't need that anyway. It's not like you can get more than one, and you won't be driving back for refills so fuck it.
- If none of this is a possibility, take your money elsewhere. It's likely this will be most prevalent at large, nationwide chain restaurants. I highly doubt local businesses, especially those run by immigrants, will have any idea how to do this, and think it's stupid as well. It's not worth it to the average local business owner to hold onto unencrypted, highly sensitive customer information. It's just asking for a lawsuit.

edit: Forgot to add, it's hilarious how every county on the east side of WA state (border with Idaho) is fast tracked for Phase 2...except Spokane. Inslee famously hates the east side of the state, but he hates Spokane the most as it's the second largest city in the state.
