My best idea would be removing the tools which have more investment costs than simply going after the rioters.

He is also whining that the feds did not have a national WuFlu response and that is harming the city.

Proposed solutions:
- Hiring freeze for city employees extended through 2021
- Reorganization aka cuts
- MPD included in the reorganization, expected to evaluate which calls require armed response
- Reduce workforce by offering a retirement program to avoid laying off people by seniority because that would affect BIPOCBBQs “disproportionately”
- Scale back programming costs, but have to prioritize programs that help “the most vulnerable”
- 5.75% levy increase on property taxes
