From what I know of the Australian and British military system (through a cursory glance at the relevant information) this is the case. For the US, the VA payments are based on service-connected issues that impact your ability to work or live a normal life. For example, tinnitus rates a 10% disability payment (and if you worked in a motor pool like I did you automatically rate this, which I have never applied for even though I have it). If you have a 100% disability rating under the VA you can still work with no impact unless you are 100% disabled under the "Total Disability/Individual Unemployability" rating. This means that, for example, you may have significant problems related to mobility because of an amputation, or mental issues such as a TBI. For the purposes of Rand, a hypothetical situation where he has a TBI leading to a lack of control over his ability to think before speaking would probably rate him about 70% disability, mainly because of secondary considerations. He'd likely be unemployable in almost any situation. The problem is he held a government job which would likely see him rated at around 40%, but he may be doing something menial like janitorial duty cleaning out the heads. Point is, unless he's on Australia's version of the TD/IU list, he could work with no impact to his disability benefits.
