Jojolion was a pretty great part. I really liked how it felt more character driven than the previous parts in a similar vein to Steel Ball Run. Gappy had a really interesting arc about wanting to find his identity and it sorta was heartwarming to see him overcome that to find his own identity in the world. A lot of the characters in the part were really great I really liked Yasuho and a lot of the Higashikatas (mainly Norisuke and Jobin, the others are pretty great). The antagonists themselves were mostly serviceable with standout exceptions (like Damo and Jobin), some of the minor ones were also really great like some of the guys in Damo's faction and the last two doctors before Wonder of U (Doctor Wu and Poor Tom) were pretty good.
The part is honestly a solid character story as Gappy was a great protagonist and I enjoyed his own journey. However the issues with the part really come out near the end with Tooru and the Wonder of U. Up till that point, the story seemed to be setting up Jobin as the main antagonist with Kaato and Tsurugi as his allies ever since chapter 55. It would make sense as from a thematic standpoint Jobin is a great foil to Josuke and what he wants as both Jobin and Josuke want to use the Rokaka to save a relative of their's with Jobin also wanting it to increase the power of the fruit parlor. Tsurugi too seemed to have evil qualities that Jobin was encouraging and was raising him in a way similar to how his mom raised him. This all got ruined when Tooru appeared as the last third of Jojolion was about fighting Tooru and the Wonder of U.
Tooru as a character has some interesting ideas and could've been a great main villain, his issue however is that he barely appears in the part and his plan is stupid. His plan was to essentially reign supreme in the medical world and establish some dominance for Rock Humans as well as to make money and be famous as shown in this panel:
His plan is really stupid because he could've actually been more successful if he helped out the Higashikata's since he could've looked good to them and the world that he helped out this successful fruit parlor and would've given him more clout.
It doesn't help before his villain reveal he was just Yasuho's creepy ex-boyfriend (that now makes him look worse with his true age) and he becomes the main villain at around chapter 97. His stand had much more presence than he does and he barely appears. He lacked a presence and while this part is different from a typical Jojo part, Araki gave Tooru the hallmarks of a regular main Jojo villain with how he:
- Has an OP stand
- Has connections to the protagonist's allies (Yasuho and Rai even if it was forced)
- Has a ideology which he monologues about
While I get Araki was doing something different with Tooru, he felt like a main villain that was shoehorned in with no presence at all. Jobin actually was more subversive if Araki went through with him since he was a normal family man who wanted to do what's best for his kid. Tooru was a very generic villain.
Wonder of U as a stand was a pretty cool stand and I liked all the artistic inspirations for him and the ability is fucking terrifying. It's actually fucking sad that the Wonder of U has more presence as a main villain than Tooru does. You could argue he could be looked at the same way as Diavolo/Doppio but those two would be easier to see them as one entity while with Tooru, his stand looks more like it has it's own independent thoughts so it's hard to see it and Tooru as one entity. (Really would've been better if Tooru was not related to the Head Doctor in anyway)
While the story was not about Josuke fighting him, the Wonder of U dragged down the last third where we could've had more with Josuke but it was about Josuke fighting them.
