I see not much has really changed with Phil at all. He wants his viewers to put in the hard yards and make up for his losses because he's not earning as much as he once was over 4 months ago now. As people here have already mentioned, as a normal viewer you have no obligation to pay anyone or anything on YouTube's platform. Phil (like any other content creator with an adsense account) can make up some revenue here and there through ads on his videos and when entering his livestream, this means in turn that every viewer is in some way contributing directly into his piggy bank (disregarding that some of these people are smart enough to use adblock, I am going to presume that most of his wheelchairs don't even know how to apply add ons in chrome).
I suppose the money he gets solely just from ad revenue is just peanuts compared to the amount of money he earns by people using the super chat function and directly tipping to his paypal, however if you consider every available metric at his disposal, every viewer there watching his content on his channel provides an overall pahsative experience both for Phil and the viewer when you consider his bahttom line, being the money he makes.
So when he pins the blame and gas lights his hardcore fans (remember when he called them the silent majority??? haha Phil has no clue), there is really no reason at all to guilt people into directly giving money, because their decision to support his lifestyle is none of their immediate concern, and no matter how much Phil puts up a fuss about this for months to come, most of these people who have yet to become members, never will, because they see their value in just watching Phil the way they always have the easiest way to "unironically" enjoy his content.
Could you imagine some unsuspecting first time viewer seeing Phil's videos, somehow through all the boring commentary, shitty gameplay and begging segments find a way to enjoy his content, he puts out one of his emergency tweets that contributions are low and he really needs the support, you chuck him a dollar or two and are glad to have helped him out a little bit, but then he comes back a few days later and does this again, and asks for the same amount (if not more) money in order to meet the goal using the same excuse he did last time (has alotta bills, back taxes, insurance etc.) and if this person notices that he continues to do this, they're either going to realise that something is not quite adding up and he's deceiving people, and decide not to contribute again because of it. (or you know, this person could be a little slow and think Phil is receiving too much unconditional hate and is easily persuaded by his crocodile tears, or get other motives by supporting him).
But I digress, Phil continuing to point the blame finger at people that have absolutely no responsibility in regards to his own financial situation, just makes him look like even a more greedy beggar, and as we can plainly see, won't ever help his situation at all.
