Going back to college would give Phil a chance to reset his identity and (try to) build up a new circle of friends. Anyone who's ever been to a community college will have seen the sad 30 something college rats who hang out with, or try to hang out with, teenagers and early twenty somethings but never seem to actually take classes or graduate.
At first I was thinking this was like the "I'mma be a tattoo artist buy me things" scam but reading your quote reminded me how much Phil loves, or at least loved, hanging around youth centers even when he was clearly too old to be there.
On some level I think he must realize that adults have too much life experience to fall for his play time dress ups and this is a way to have a chance to be around a bit of a younger, possibly more naive crowd.
Added bonus of that more naive crowd being less experienced with money and possibly still getting help from mom and dad that they can then pass on to Phil.
Phil created a Go Fund Me for his return to school in fall 2020.

I find it hard to believe with the way he bleats on and on about us that anyone thinking about supporting his shit wouldn't at least glance at this thread first and find out that no one is saying they're upset about him going back to school.
And no one is threatening him.
He's pointing at nothing and screaming about it while simultaneously directing anyone who listens to proof that there's nothing there.
