It doesn't say anything about mace or similar self-defense items. But if it counts as public city property, which I believe it does, then mace is prohibited.

At first I was thinking this was like the "I'mma be a tattoo artist buy me things" scam but reading your quote reminded me how much Phil loves, or at least loved, hanging around youth centers even when he was clearly too old to be there.
On some level I think he must realize that adults have too much life experience to fall for his play time dress ups and this is a way to have a chance to be around a bit of a younger, possibly more naive crowd.
Added bonus of that more naive crowd being less experienced with money and possibly still getting help from mom and dad that they can then pass on to Phil.
I find it hard to believe with the way he bleats on and on about us that anyone thinking about supporting his shit wouldn't at least glance at this thread first and find out that no one is saying they're upset about him going back to school.
And no one is threatening him.

I think the dumbest thing about this might be that whole "free education is a human right" bit. Like, not even UNDHR goes that far, and UNDHR is just some feel-good BS that no one (or at least, no one in power) takes seriously.
City property only refers to outright government owned property and buildings, which PCC is not. Just getting public funding and support doesn't make some city property.

It's been a while since I was anywhere near a collage, but from what I recall most collages take a dim view on mace or pepper spray and some will tell you that it's a weapon thereby not allowing you to take it on campus. How legal that is I don't know, but most people don't really have the time, money, or inclination to bother fighting it.
