I think the argument Isayama wanted to go for, which Armin actually uses is that destroying the World's navies would have been more than enough to buy the people of Paradis time, since even loosing one battleship would have been enough to economically devastate a country, let alone the whole fleet. If Eren had simply stopped there and Paradis used the threat of future Rumblings to threaten the world into peace via superior firepower, it would allowed for peace long enough for Paradis to catch up technologically. That seemed to be the argument that he was shooting for at any rate.

(Almost) The entire world had already collectively decided to team up and destroy Paradise, before Eren attacked Libero and killed multiple political and military leaders. If Armin's plan had any merit at all, that should've scared them off, but they immediately sent an attack force straight to Paradis to try and "recover" Eren/Zeke, which led to the rumbling and there was really no turning back from there.
"Buying time for Peace talks" in this scenario just sounds stupid. Even for a country that has declared no intentions to harm you, destroying a single ship, which would no doubt have people on it, is grounds for a major war, and Isayama/Armin's idea is to destroy the entire Navy of countries that have already resolved to exterminate you? And then hope that they're scared enough to just let it go? Rather than feeling justified in their initial assessment of you and more motivated than ever?
Even if they sign this lopsided "peace" treaty, what stops them from just rebuilding and attacking again anyway? Lest we forget, Marley also wants that stash of whatever stone that they use to power their 3d gear. Hell I'd argue they'd need it after having all their ships destroyed to recover quickly.
Unless Eren would be able to station a bunch of colossals all over the world, 24/7 to monitor every country and make sure they're not building any military craft, while also having to fight off air attacks and frequent shifter infiltrations, they would just keep coming until either they or Paradis are completely wiped out.
