I think both are at play. Bob never moved past a child's comprehension of super hero tv shows where "the good guys are the good guys because they're the good guys" and he never made the step to think about why they were good. So when he gets bullied at school (undoubtedly for being a fat, insufferable sperg) he can't believe that something like this would happen to "the good guy" and now he sees those evil bullies in everything contrary to him. As the good guy, everything he disagrees with is evidently a product of the bad guys.

Bob worships intelligence, or rather he worships his cargo cult understanding of intelligence. His worst insult is to call something "stupid," and he generally measures how stupid someone is with how much they disagree with his preferred policies and philosophy (if you can call it that). There are rare exceptions: I seem to recall him offering grudging praise for Razorfist's smarts, undoubtedly because Razorfist can and has demolished Bob with half his brain tied behind his back, and Bob ain't poking that bear again.
