As an American who has traveled extensively, I can say with some conviction that the "amateur antics of [our] drunks" are absolutely mogged by those of the UK, Northern and Eastern Europe, and East Asia. Haven't been to 'Straya but from the behavior of *their* tourists here I get the sense they'd beat us, too.

This, making drinking illegal just makes it fun and interesting. It also encourages binge drinking and drunk driving because underage kids want to drink the booze as soon as it’s available. They don’t know the next time they’ll be able to get it. And it puts power into the hands of adults who are willing to buy for minors. Sometimes that’s just an older sibling or friend with a fake who provides a case of beer or bottle of wine. But all too often it’s a guy in his late 20s trying to get high schoolers wasted so he can sleep with them. Or parents who don’t give a fuck, similar to Keffals’s parents. Lowering the drinking age would kick these assholes out of teens’ friend groups.
Germany and Denmark have the best systems. Canada does all right with the age 19 one too, I think because that keeps it out of the high schools, and the "older" person who does buy it for younger kids is a 19 or 20 year old student more often than a creepy older man.
There is an argument that the lower age will cause kids who are under 16 to become alcoholics, which can fuck someone up for life. But most tweens and younger teens have enough parental supervision in their lives to not drink much. The ones who do drink that young don’t really care about laws.

Having a warrant out for your arrest generally doesn't mean that they're actively hunting you down, barring shit like murders and the like. Usually it just means that the next time you interact with the law for whatever reason, they're gonna take you in then. Sometimes they'll go out and nab a few easy ones on a slow night when they know where to find em though.
