Can someone explain this movie franchise to me? I don't get it

Unfortunately I'm a bit hesitant to OK this one. as I think it technically doesn't hit the definition of a film. While it does have a couple web entries about it I'm not really sure it passes any test to make it 'officially a film', as far as I'm aware the creator has no IMDB presence nor has created any other film. Additionally as far as I can tell this hasn't been formally screened somewhere before/been submitted to a film festival.
