Unlikely. Most major insurance companies work extensively with the government (read: primarily Democrats) as part of the lobbyist system. It's one of the ways they've managed most of the less scrupulous practices they pull off, they're buddied up with the politicians who make decisions about who has to buy what and where. You think it's an accident that Obamacare wound up being about forcing you to buy insurance? Sure that was probably Step One along the way towards something bigger, but in the meantime the individual mandate was gonna see a lot of cash in the companies' pockets as they cranked up their premiums on most of their customers and got even more premiums from all the healthy young people who they wouldn't be spending much money on that were now forced to buy from them.

So they'd never make it something so obvious as "You get higher rates for living in a Democrat-controlled city." Now, "We've assessed your area as high risk and due to recently passed legislation you're required by law to buy Potential Overenthusiastic Protester Insurance", that could happen.
 
Why should they pay for shit that was caused by perfectly sueable officials.

Because even if you go class action you're not going to be able to afford the level of lawyer that the officials can force the taxpayers to hire for them. And even if you win the settlement will get argued down and split up so much that you've effectively just wasted your time.

A very good question, my horrifying blue friend! Because as a giant insurance company that has teamed up with the government to force people to buy POP insurance, you can use your high-paid lawyers to sue the officials!

Of course since you're a gigantic insurance company that works with the government (one of the few large enough and connected enough to navigate what will obviously be the Herculean task of becoming authorized to sell POP insurance), either the government will settle with you for some fraction of the cost of the damages (say, three quarters or half or less) and you'll then charge the deductible on top of that, leaving someone with maaaaybe enough money to just scrape by on rebuilding... or, your lawyers and the official's taxpayer-funded lawyers just drag things out for years until the problem goes away!
