Do you not know how Valve is structured? The employees basically do what they want. They make little groups and work on projects. People and join and leave if they want. If there's isn't much interest for a project they just abandon it. Steam prints money so they have the resources do to whatever they want.

From what I recall from HL: Final Hours, even Valve acknowledged at some point that their system is flawed and decided to unite the workforce on Alyx. Before that, the little groups worked on an unfinished VR project, a city game that went nowhere and L4D3 that was also a flop. I only read the thing once, so my memory's fuzzy on the details.

Apparently this game came from the mind of Icefrog aka the guy that made DotA. Im not going to completely shit on it without playing it. Maybe it will be good maybe not. I'll wait for more info.
